It is the problem that currently WoW is facing. Newbies tend to choose the pretty looking races and experienced players gonna choose the non-newbie...

seriously, I dont care how a char looks like, but i care about what it does etc. mostly i like healing. shaman fits me the best for what i like. and the goblin is kinda cool looking too :P so its perfect for me ^^
It's a non-issue for WAR. WAR just doesn't have the same disparity in terms of "pretty" that WoW did at the start. The introduction of bonuses for players of the lesser populated faction will hopefully help those undecided on their race/class going into it get nudged in the right direction. They may already do it, but separate queues for each faction would be a benefit...at least for players that have already rolled on one faction or another.
I have to Disagree with banadona. Yes on some servers there may be a 30 min wait time, but you can always re roll on a low populated server. Plus the fact is when you do get into the high pop. server, you can pretty much just RvR and get renown quicker than a low population server. On my server Tier 3 scenerios just started popping up, and last week there wasnt enough Tier 3 players for 1, had to wait 3-4 hours to get into RvR.
Imo the bonus renown for the low populated faction is tottaly missed idea, the factioon that should get the renown bonus is the higher pop one cause THEY have to wait 30 min for a scenario not the other one that just clics the queye button and can join.
I say let them tackle outstanding career balancing issues first. The "newbie" side can hold out until they balance out those freaking Witch Elves and buff the Magus (seriously, even as an Order player I cringe at how terribly broken the Magus is), and etcetera. Then they can handle population imbalance.
Things are just getting started. It's not even worth thinking about at this point. In 6 months things will stable out and then they can look at where the imbalances are. I have a level 20 Shadow Warrior on one server and a level 22 Green Skin Tank (can't remember the stupid name) on another... Plus a 5 or 6 others between 5 and 15. But I expect that my first level 40 will be a character I haven't even created yet. Most players will do something like this... Trying differnet classes, etc.
I like their idea of actually recommend new players factions and servers. Maybe it could be a good idea to highlight the advantages of choosing the weaker side (instant scenarios and such). Maybe there could be an XP bonus in scenarios for the weaker side (like Norgannon said)
Cross-server battlegrounds.
Well, ranking up the Inevitable city via mouseclicks on a website helped...OBVIOUSLY...
I heard they'll implement a system to DAoC where the lower faction will receive buffs such as more exp, renown, etc.
I think WAR is being pretty smart about it. Cloning servers was a great idea, players don't want to leave guild and friends. Cloning the entire server takes out that problem. I will give them a few months breathing time to balance out the servers
